Jack and the President

Hi, I've just joined this community. I'm trying to get back into Stargate SG-1 after a long break. I wrote two Stargate novels about a decade ago and I'm trying to complete the trilogy.
I'm having to do most of my research again from scratch. I'm working my way through episodes, and a lot of what I need to know is in the Wikis, but there's stuff here and there that I'm not too sure of.
I'm trying to recall what the relationship between the SGC and the White House is around the end of season 5. Is this a point where Jack or Hammond could get the ear of the president at short notice or one where they'd get the run around?
Also, I believe that the name of the President in 2001 was never defined. (Henry Haynes was president n 2004) So I should be good for a West Wing crossover for this chapter.
So, in 2001, how easy/difficult would it be for O'Neill to get to see President Bartlett at short notice?
